Preheat oven to 375 degrees. In a bowl, combine all ingredients except beef and mix well. Add beef and mix lightly but thoroughly. Place 1/3 cup of the mixture into each ungreased cup of a 12-cup muffin tin, pressing lightly.
Topping
In a bowl, mix topping ingredients together. Spoon topping over meat loaves in muffin tin. Bake uncovered for 25–30 minutes or until an inserted thermometer reads 165 degrees.
