  1. Heat oil, add meat, brown all sides. Add onions, garlic, Worcestershire sauce, bay leaf, oregano, salt, pepper, and 3 cups water. Bring to a boil, reduce heat. Cover and simmer 1-1/2 to 2 hours.
  2. Add potatoes and carrots; cook for 30–45 minutes.
Browning Sauce
  1. In a small bowl, mix flour and 1/4 cup water. Stir into stew. Cook and stir until thick and bubbly.
