Instructions
  1. Mix together flour, sugar, 4 teaspoons cocoa, baking powder, salt, milk, vanilla, and butter. Pour into greased 9x13-inch pan. Sprinkle brown sugar and 1/3 cup cocoa on top. Pour hot water over batter. Bake at 350 degrees for 40 minutes.
