Ingredients
- 1-1/2 cups flour
- 1-1/3 cups sugar
- 1 cup cocoa divided
- 1 Tbsp baking powder
- 1 tsp salt
- 1 cup milk
- 6 Tbsp vegetable oil
- 1-1/3 cups brown sugar
- 1/2 cup chocolate chips
- 2 tsp vanilla
- 2-1/2 cups hot water

Instructions
- Mix flour, sugar, 1/2 cup cocoa, baking powder, and salt. Stir in milk and oil. Pour into a greased 9x13-inch pan. Sprinkle with brown sugar, remaining 1/2 cup cocoa, and chocolate chips. Add vanilla to hot water and pour over cake. Bake at 350 degrees for 30–35 minutes.
