Instructions
  1. Mix flour, sugar, 1/2 cup cocoa, baking powder, and salt. Stir in milk and oil. Pour into a greased 9x13-inch pan. Sprinkle with brown sugar, remaining 1/2 cup cocoa, and chocolate chips. Add vanilla to hot water and pour over cake. Bake at 350 degrees for 30–35 minutes.
