Brownies:
  1. Preheat oven to 350 degrees. In a mixing bowl, combine sugar, flour, cocoa, and salt.
  2. Add oil, eggs, and vanilla; beat at medium speed for 3 minutes.
  3. Stir in walnuts. Pour into a greased 9-x13-inch baking pan.
  4. Bake for 30 minutes. Cool completely.
Filling:
  1. In a mixing bowl, cream butter, brown sugar, and sugar.
  2. Add milk, vanilla, and flour; mix well.
  3. Spread filling over cooked brownies.
Glaze:
  1. Melt chocolate chips and shortening in a saucepan over low heat, stirring until smooth.
  2. Spread over filling.
  3. Immediately sprinkle with nuts, pressing down slightly.
  4. Refrigerate until the glaze hardens.
