In a large bowl, combine flour and brown sugar.
Cut in butter until mixture resembles coarse crumbs.
Stir in pecans.
Set aside 1/4 cup of this mixture for topping.
Press remaining crumb mixture into a greased 9-inch square pan.
Bake at 350 degrees for 12–15 minutes. In a mixing bowl, beat cream cheese and sugar.
Add egg, milk, and vanilla; mix well. Pour over warm crust.
Sprinkle with reserved crumb mixture. Bake for 20–30 minutes.
Immediately sprinkle with baking chips. Cool on a wire rack.
Cut into bars and refrigerate leftovers.
