  1. Brown the beef with the green pepper, garlic, oregano, onion, salt, and pepper. Set aside.
  2. Pour half of tomato sauce into greased 10-x6-x1-1/2-inch pan.
  3. Fill each tortilla with meat/pepper/onion mixture, refried beans, and 2 tablespoons cheese. Roll and place seam-side-down in sauce.
  4. Top with remaining sauce and cheese.
  5. Bake at 350 degrees for 30 minutes. Garnish with sour cream.
